He recalls his vocation on EWTN's Mother Angelica live when he was a young altar boy. The priest asked him and another altar boy if they wanted to become priests. He was 9 and the other boy was 10. Garmendia states that he raised his hand immediately while the older boy bowed his head in shyness and said no. Bishop Garmendia jokes that he tried to escape the seminary 3 times, but failed. He credits God and Mary for keeping him in the seminary which would eventually lead to his apostolic work as a bishop in New York City.

Father Garmendia served as a priest in Spain and was sent to England to study English which he mastered. He was later transferred to Buenos Aires, Argentina where he studied chemistry earning a degree in it. Afterwards, he was assigned to the norther province of Salta in Argentina where he taught chemistry and English at the college of Salta. He would travel to different parishes on horseback. After his years in Argentina, he would come to the Archdiocese of New York as a visiting priest in 1964. Garmendia served as priest at the parish of St. Peter's in Yonkers, New York. It was there that he began to minister to the Hispanic community in New York. At St. Peter's, there was a small Hispanic community. Father Garmendia was not having that. He went out and knocked door to door inviting people to the Spanish Mass. His efforts worked! The parish began to grow immensely.
Father Garmendia would be incardinated into the Archdiocese of New York in 1975. This would open the doors for him to be ordained auxiliary bishop. On November 26, 1976 he was installed as pastor of St. Thomas Aquinas parish in the Bronx. A year later on June 29, 1977, he would be ordained an auxiliary bishop of the Archdiocese of New York after recommendations from Cardinal Cooke and many others. Cardinal Cooke ordained him bishop alongside co-consecrators Archbishop John Maguire and Bishop Patrick Ahem. While at St. Thomas Aquinas, Bishop Garmendia would found the Charismatic Center. He would lead meetings at the convent on Daly Avenue. This ministry was so successful that it had to branch out to its current location at St. Anthony of Padua parish on Prospect Avenue. However, Bishop Garmendia was not done. His zeal for God and Our Lady would not let him sit idle. He started more groups at the parish and after becoming the Vicar of the South Bronx on January 1, 1986, he expanded his ministries around the cluster of parishes. In 1990, Bishop Garmendia founded The Hope Line or La Linea de la Esperanza. This is a non-profit charitable organization that serves the Bronx community. This organization still exists today and helps people with food, diapers for babies, employment, Snap assistance, referral services and medical check ups. On March of 1990, the tragedy of the Happy Land Social Club fire occurred. Bishop Garmendia was one of the first on scene rending assistance to those affected by the fire. He would have a Mass annually for those who died at the fire and for their surviving relatives.
Bishop Garmendia was very devoted to the Blessed Virgin Mary. His crosier or pastoral staff contained a statue of Our Lady of New York. He often word vestments with Marian symbols. Twice a year on October and May, the bishop would hold the Rosary Rally. He would lead the people of the South Bronx Vicariate from St. Thomas Aquinas in a procession while he carried Our Lord in the Blessed Sacrament in a traditional sunburst monstrance to Crotona Park's Indian Lake. From there, he would lead a Rosary around the lake with tables set up where he would pause for each mystery of the Rosary and then bless the people with the monstrance. After the perimeter of the lake was walked, he would end the Rosary Rally by offering prayers to Our Lady and then have his personal Our Lady of Fatima statue crowned, usually by a member of the Daughters of Mary. This event would bring thousands each time.
Every day at 4:00 PM, Bishop Garmendia could be seen exiting the rectory of St. Thomas Aquinas and walking in front of the church. He would pace back and forth with a Rosary in his hand praying the Rosary. He would do this regardless of the weather. Bishop Garmendia would even teach the children playing on the sidewalk the Rosary and would run into the rectory to get bags of candy and Rosaries to give to them. He would often be seen walking around Tremont Avenue and the neighboring streets with a Rosary in his hand praying and greeting the people. Bishop Garmendia was an evangelist! He preached the Gospel of Christ with his life and with action.
Not only did Bishop Garmendia engage in evangelization, he also engaged in social justice. He would help people who needed food and the basic necessities. He would often give money to people to help or would give money to priests such as Fr. Ato so they could purchase food or other items to take to people in need. He loved to help people. This was why he had a pantry set up to give food to those in need and had LAMP ministries - a ministry he helped form- park a food truck near the church which gave out free food to those who needed it. Bishop Garmendia would refuse no one. He saw Christ in everyone and helped them the best he could.
Bishop Garmendia loved devotions. He would often invite people from all over the world to have special devotional events at the parish. One event that he held in 1994 was when he had a miraculous statue of Our Lady of the Rosa Mystical come to the parish. Many miracles took place during this time and the church of St. Thomas Aquinas got filled with an aroma of roses. Another special event Bishop Garmendia had was when he invited visionary and mystic Paola Albertini in 1998 who had an apparition of the Blessed Virgin Mary above the altar at St. Thomas Aquinas. Many miracles occurred during this time as well including the late Gladys Dominguez's healing of her legs. Gladys was the wife of the late Dr. Jerome Dominguez, MD.

The Divine Mercy was one of these devotions the bishop loved. The spread and popularity of the Divine Mercy can truly be credited in America to Bishop Garmendia. Before any other parish even had the painting of Jesus the Divine Mercy or even heard of Sister Faustina and the chaplet, Bishop Garmendia was promoting it. Every month on the first and second Sundays, the Bishop would have a Divine Mercy Mass in Spanish for one Sunday and English for the other. During the Mass, he would recite the chaplet or had a layperson do it while the Blessed Sacrament was exposed on the altar. He would then led a benediction. This helped the spiritual lives of parishioners and many others who heard of it and came. There were even miracles. One man was cured of HIV and several others of cancer. Bishop Garmendia also attended the Divine Mercy Mass at the Shrine in Stockbridge, MA.

If that is not enough, Bishop Garmendia was the most pro-life bishop after the late Cardinal John J. O'Connor, Archbishop of New York. He would often pray in front of abortion mills and led a massive procession in 1997 from the parish of the Immaculate Conception in the South Bronx to a an abortion mill that existed on 3rd Avenue at the time. This abortion mill has since closed! Bishop Garmendia would also attend the March For Life where he would lead a delegation of Hispanics from the Bronx. He is an unsung pro-life hero. Roe vs Wade was overturn due to his efforts and many others who have gone to the Lord before they could see the reversal by the Supreme Court of the United States.

Bishop Garmendia would also lead Masses for other Hispanic groups, especially Puerto Ricans, Ecuadorians devoted to Our Lady of the Snow, Colombians in Queens and many others. He was a bishop of the people. Before Pope Francis, there was Bishop Garmendia who acquired the scent of his flock. He made time for everyone and showed genuine concern.

As bishop, he required a see. All bishops need to have a see as a sign of their episcopal authority and role as pastor. Bishop Garmendia's see was the Titular See of Limisa. His coat of arms was simple and showed what was most precious to him, his faith, Our Lady, his native Basque Country and so on.
The colors on the shield represent the flag of the Basque Province of Spain.The shield is horizontally divided into three parts. The upper section red, the center white, and the lower green. Since the Bishop’s family both maternal and paternal parents are from this area of Spain, it is important on his coat of arms to commemorate this beautiful section of their native country.In the upper partition of the shield the Cantabrian Mountains and the Bay of Biscay which identify this Province are depicted.In the upper left corner is a gold star which is the symbol of the Blessed Virgin Mary to whom the Bishop has a special devotion.In the center there is an open book which in heraldry designates learning. On special occasions, he would be in habito piano and wore his biretta and ferraiolo. He loved being a priest and bishop but was a bishop of the people. Bishop Garmendia was in good company as well. He immediately went to meet St. Mother Teresa of Calcutta when she visited the South Bronx in 1996.

On October 30, 2001 St. Pope John Paul II accepted his resignation, but he was still allowed to serve as auxiliary bishop of New York. Unfortunately, Bishop Garmendia had a nasty fall at the steps that lead to the parish school where the tunnel connects the rectory with the church of St. Thomas Aquinas. He had just left the adoration chapel and was going about making sure all doors were secured. It was pitch black and he made a misstep and fell down the steel steps. He hit his head very badly and had a huge gash. he was taken to St. Barnabas Hospital where he recovered. Afterwards, he was taken to a nearby nursing home a few blocks from St. Athanasius parish adjacent from Southern Boulevard and was then transferred to a Rosary Hill nursing home in Hawthorne, New York and was under the care of the Dominican Sisters there. Even during this time, he said Mass and ministered to the sick despite being ill himself and losing mental lucidity. He was called to the Father's house on November 16, 2005, at 11:10 AM at the age of 81 while the visiting statue of Our Lady of Fatima was brought to him. Bishop was laid to rest at Our Lady of Peace Mausoleum at Gate of Heaven Cemetery. Valhalla, New York.
On June 29, 2011, a street naming took place after a Mass celebrated by Bishop Josu Iriondo. A sign reading "Bishop Francisco Garmendia Place" was installed in front of St. Thomas Aquinas Church on 1900 Crotona Parkway in the Bronx. En 1990, el obispo Garmendia fundó The Hope Line o La Línea de la Esperanza. Esta es una organización benéfica sin fines de lucro que sirve a la comunidad del Bronx. Esta fue la razón por la que instaló una despensa para dar comida a los necesitados y tenía ministerios LAMP, un ministerio que ayudó a formar, estacionó un camión de comida cerca de la iglesia que repartía comida gratis a quienes la necesitaban. El obispo Garmendia no se negaría a nadie. Vio a Cristo en todos y los ayudó lo mejor que pudo.
Al obispo Garmendia le encantaban las devociones. A menudo invitaba a personas de todo el mundo a tener eventos devocionales especiales en la parroquia. Y cada Viernes Santo encabezaba la procesión del Viernes Santo o Vía Crucis por las calles y por la noche encabezaba una procesión con una imagen de Nuestra Señora de los Dolores.
Si eso no es suficiente, el obispo Garmendia fue el obispo más provida después del difunto cardenal John J. O'Connor, arzobispo de Nueva York. A menudo rezaba frente a las fábricas de abortos y encabezó una procesión masiva en 1997 desde la parroquia de la Inmaculada Concepción en el sur del Bronx hasta una fábrica de abortos que existía en 3rd Avenue en ese momento. ¡Esta fábrica de abortos ha cerrado desde entonces! El obispo Garmendia también asistiría a la Marcha por la Vida donde encabezaría una delegación de hispanos del Bronx. Es un héroe anónimo pro-vida. El obispo Garmendia también dirigiría misas para otros grupos hispanos, especialmente puertorriqueños, ecuatorianos devotos de Nuestra Señora de las Nieves, colombianos en Queens y muchos otros. Era un obispo del pueblo. Antes del Papa Francisco, estuvo el obispo Garmendia que adquirió el olor de su rebaño. Hizo tiempo para todos y mostró una preocupación genuina.
Como obispo, necesitaba una sede. Todos los obispos necesitan tener una sede como signo de su autoridad episcopal y su papel como pastores. La sede del obispo Garmendia era la sede titular de Limisa. Su escudo de armas era sencillo y mostraba lo más preciado para él, su fe, Nuestra Señora, su País Vasco natal, etc.
Los colores del escudo representan la bandera de la Provincia Vasca de España.
El escudo está dividido horizontalmente en tres partes. La parte superior roja, la central blanca y la inferior verde. Dado que la familia del obispo, tanto los padres maternos como los paternos, son de esta zona de España, es importante que su escudo de armas conmemore esta hermosa sección de su país natal.
En el tabique superior del escudo se representan la Cordillera Cantábrica y el Cantábrico que identifican a esta Provincia.
En la esquina superior izquierda hay una estrella dorada que es el símbolo de la Santísima Virgen María a quien el Obispo tiene una devoción especial.
En el centro hay un libro abierto que en heráldica designa el aprendizaje. El obispo ha dedicado años a la educación; así este libro, teñido de azul con el color heráldico de Nuestra Señora, es indicativo de la dedicación del Obispo a este campo de la cultura.
En la parte inferior hay una media luna invertida a cuadros dorados y negros del escudo de armas de San Francisco Javier, patrón bautismal del obispo.
El lema es: “Soy toda tuya, mi reina y mi madre”.

Monseñor Garmendia fue asistido por varias personas a lo largo de su vida. La hermana Helen Winters y Betty Cleary sirvieron como sus secretarias y asistentes personales. Cuidaron del obispo y se aseguraron de que sus necesidades fueran satisfechas. Los tres están ahora con el Señor. Monseñor Garmendia también amaba la liturgia y la promoción de las vocaciones. Quienes lo conocieron recuerdan su sonrisa humilde y tímida. Siempre estaba sonriendo con todos y tenía una presencia digna que transmitía humildad, santidad y majestuosidad. Al obispo Garmendia le encantaba bromear y hacer sonreír a los que le rodeaban. Cuando te veía triste, se acercaba y te preguntaba qué te pasaba y te animaba. Era verdaderamente un hombre de Dios y de Nuestra Señora. El obispo Garmendia llevaría siempre su traje negro con un pin de la Divina Misericordia, su cruz pectoral que le regaló san Pablo VI y sus clérigos de rabat.

Francisco Garmendia Ayesteran apezpikua 1924ko azaroaren 6an jaio zen, Euskal Herrian, Lazkanoko Mendizabalen etxean. Familia katoliko deboto handi bateko kidea zen. 1990ean, Garmendia gotzainak The Hope Line edo La Linea de la Esperanza sortu zuen. Bronx komunitateari zerbitzatzen dion irabazi-asmorik gabeko ongintza-erakunde bat da. Arrosarioa eskuan zuela aurrera eta atzera pausoak egiten zituen Errosarioa errezatzen. Eguraldia kontuan hartu gabe egingo zuen hori. Garmendia gotzainak espaloian jolasten zuten haurrei Errosarioa ere irakasten zien eta apaiztegira joaten zen goxoki poltsak eta arrosarioak eskuratzera. Askotan ikusten zen Tremont etorbidean eta inguruko kaleetan zehar ibiltzen Errosario bat eskuan jendea otoitz egiten eta agurtzen. Garmendia gotzaina ebanjelista zen! Garmendia gotzainak ebanjelizatzeaz gain, justizia sozialean ere aritu zen. Janaria eta oinarrizko beharrak behar zituzten pertsonei lagunduko zien. Askotan jendeari dirua ematen zien laguntzeko edo apaizei dirua ematen zien Fr. Ato, janaria edo bestelako gaiak eros zezaketen beharra duten pertsonei eramateko. Jendeari laguntzea gustatzen zitzaion. Horregatik, despentsa bat jarri zuen behar zutenei janaria emateko eta LAMP ministerioak -berak laguntzen zuen ministerioa- elizatik gertu janari-kamioi bat aparkatu zuen, behar zutenei doako janaria ematen ziena. Garmendia gotzainak debozioak maite zituen. Askotan mundu osoko jendea gonbidatzen zuen parrokian debozio ekitaldi bereziak egitera. 1994an egin zuen ekitaldi bat Rosa Mistikoko Andre Mariaren estatua miragarri bat parrokiara etorri zenean izan zen. Mirari asko gertatu ziren garai honetan eta San Tomas Aquinoko eliza arrosa usain batez bete zen. Garmendia gotzainak izan zuen beste gertaera berezi bat izan zen 1998an Paola Albertini ikuskari eta mistikoa gonbidatu zuenean, San Tomas Akinokoko aldarearen gainean Andre Mariaren agerpena izan zuena. Beste edozein parrokiek Jesus Jainkozko Errukiaren koadroa izan edo Faustina ahizpa eta txapelaren berri izan baino lehen, Garmendia gotzainak hura sustatzen ari zen. Hilero lehen eta bigarren igandeetan, Apezpikuak Jainkozko Erruki Meza bat egiten zuen igande batean gaztelaniaz eta bestean ingelesez.
